Five tips for developing and managing your budget – even in tough economic times

<p><em><a href="https://theconversation.com/profiles/oluwabunmi-adejumo-1370664">Oluwabunmi Adejumo</a>, <a href="https://theconversation.com/institutions/obafemi-awolowo-university-2843">Obafemi Awolowo University</a></em></p> <p>There’s nothing quite like a new year to prompt us to take stock of our lives, our health, our goals – and our finances. Many people will start a new year by contemplating how best to budget, plan and save. This is always a good set of aims, but it’s especially important in the inflation-prone and unpredictable economies we’re seeing <a href="https://www.statista.com/statistics/268225/countries-with-the-highest-inflation-rate/">all over Africa and the world</a>.</p> <p>Budgeting is especially key. It is the most effective method to <a href="https://www.thebalancemoney.com/how-to-make-a-budget-1289587">monitor income and expenditure</a>. <a href="https://www.uslendingcompany.com/blog/key-differences-in-writing-a-household-budget-vs-a-personal-budget/">Personal budgets</a> can help you to monitor your resources in pursuit of larger financial goals. Budgeting also offers <a href="https://www.acrwebsite.org/volumes/v46/acr_vol46_2411998.pdf">more opportunities</a> to save money, reduce your debts and live a comfortable life. It can even <a href="https://prucomm.ac.uk/assets/uploads/blog/2013/04/Personal-Budgets-review-of-evidence_FINAL-REPORT.pdf">improve your mental health</a>.</p> <p>But where should you start? What questions do you need to answer in creating a budget? Here are some tips that I’ve learned – not just as an economist, but as a research cost analyst and someone who keeps a budget too.</p> <h2>1. Understand the broader economic conditions</h2> <p>It is imperative that individuals keep themselves aware and up-to-date on the realities of their country’s economic landscape. You don’t have to be a professional economist, but keep an eye on new developments like free business registration, small business development funds and printing of new money notes. What is the current exchange rate? What’s the political landscape and what international factors, like the price of crude oil, are at play? You should also watch the inflation rate and have a sense of unemployment trends.</p> <p>This economic awareness will prepare you to draft your own budget and you’ll have a sense of when external factors mean it’s time to revisit your plans.</p> <h2>2. Review your income sources</h2> <p>The ability to earn income is critical to sustaining livelihoods. Having a definite source of income is the bedrock of budgeting.</p> <p>Some important questions you should ask about your income – and how you might budget with it – include:</p> <ul> <li>What is my current income?</li> <li>What do I use my income for?</li> <li>Am I able to save, given my current income?</li> <li>What proportion of my income do I save and what proportion do I spend?</li> <li>Do I have the capacity to earn more than this?</li> <li>How can I improve my income?</li> </ul> <p>Your answers can help you to identify gaps or untapped potential. Those with irregular or unpredictable income should factor in the element of time-gap in their income, for effective budgeting. Time gap is when they are not earning income. And everyone should make allowance in their budgets for uncertainties like health issues, social engagements, inflation, unemployment, recession and price shocks.</p> <h2>3. Appraise your expenses</h2> <p>Expenses can be broadly categorised into “variable” and “fixed”.</p> <p>Fixed expenses recur within a short period: housing, food, transport, medical costs, electricity, utilities, toiletries and clothing. Variable expenses are more long-term and irregular, such as investment in property or interest-yielding assets, and the purchase of machinery.</p> <p>The main essence of revising our expenses is to analyse and possibly improve our spending habits. In reviewing our expenses, we can consider issues such as:</p> <ul> <li>What is the proportion of consumption-savings ratio from my income? This is how much do I spend compared to how much I save.</li> <li>What are my regular expenses?</li> <li>What are my fixed, capital or investment expenses?</li> <li>What are my extraordinary expenses that need modification?</li> <li>Have there been emergency or extraordinary expenses?</li> </ul> <p>A careful response to the issues raised above offers an occasion to re-evaluate the pattern and direction of our expenses. For instance, overspending, unplanned or extraordinary expenses can be identified. This can lead to an optimal, efficient reallocation of available resources.</p> <h2>4. Stabilise your finances through savings</h2> <p>Savings have been <a href="https://klinglercpa.com/bedrock-principles-for-saving-money/">described</a> as a financial stabiliser, given their potential to cater for urgent needs and create opportunities for investments.</p> <p>Of course, savings have more value when they grow faster than the rate of inflation. Inflation erodes the value of savings. For instance, an amount of 300,000 naira (US$676) saved to purchase an autorickshaw today may be impossible in two months’ time with an inflation rate of 10% when the tricycle price rises to 330,000 naira (US$744). The reverse is the case when there is deflation.</p> <p>Therefore, it is advisable to improve the value of savings through investments in interest-yielding assets such as stocks, shares, bonds, microfinance and production.</p> <p>That’s not to say it’s always easy to save. Many income earners spend as they go, not seeing savings as part of their budgets. Harsh economic realities can also make it difficult – sometimes seemingly impossible – to save. But it’s not impossible: savings can be made in small amounts, through a daily, weekly or monthly contribution to collections, cooperative schemes or microfinance affiliations. For instance, a point of sale business in Nigeria can permit a daily contribution of 500 naira (US$1.13) over 25 work days, giving an average saving of 12,500 naira (US$28.18) per month.</p> <p>The Point-of-Sale business started in Nigeria in 2013 when the Central Bank of Nigeria introduced the agent banking system. A POS agent operates and processes transactions through a POS service provider. Providers of such services include banks, microfinance banks and fintech companies.</p> <h2>5. Run a flexible budget</h2> <p>Once your budget is created, remember that it’s not set in stone. It should be flexible if anything changes in your life. What is ‘budget Ozempic’ that’s all over social media? Can it help me lose weight?

<p><em><a href="https://theconversation.com/profiles/nial-wheate-96839">Nial Wheate</a>, <a href="https://theconversation.com/institutions/university-of-sydney-841">University of Sydney</a> and <a href="https://theconversation.com/profiles/jessica-pace-1401278">Jessica Pace</a>, <a href="https://theconversation.com/institutions/university-of-sydney-841">University of Sydney</a></em></p> <p>Social media is lighting up over what influencers are calling “<a href="https://www.forbes.com/sites/brucelee/2023/09/09/budget-ozempic-tiktok-trend-how-its-contributing-to-the-laxative-shortage/?sh=1f54511b1569">budget Ozempic</a>”. These are drugs normally used as laxatives and stool softeners, but people are taking them to lose weight. The demand is so high in the United States, there are reports this is contributing to <a href="https://www.wsj.com/health/wellness/laxative-shortage-diet-weight-loss-5a15bf02">shortages</a> in pharmacies.</p> <p>These laxatives are just the latest alternatives influencers are touting for the <a href="https://www.abc.net.au/news/2023-09-09/ozempic-maker-novo-nordisk-becomes-biggest-company-in-europe/102812584">blockbuster drug</a> Ozempic.</p> <p>So, does “budget Ozempic” help you lose weight? Any weight loss is likely to be temporary and using these laxatives long term may be dangerous.</p> <h2>Ozempic is in short supply</h2> <p>Ozempic contains the active ingredient semaglutide. It is a prescription-only drug used to treat type 2 diabetes. One side effect of taking it is significant weight loss. This has led to so many people trying to obtain the drug there have been <a href="https://www.tga.gov.au/safety/shortages/information-about-major-medicine-shortages/about-ozempic-semaglutide-shortage-2022-and-2023">shortages</a>.</p> <p>Instead, some people have turned to more easily accessible over-the-counter alternatives to try to lose weight. That includes <a href="https://theconversation.com/natures-own-ozempic-or-berberine-is-all-over-social-media-but-does-it-really-help-you-lose-weight-206855">berberine</a>, which has been dubbed “nature’s own Ozempic”.</p> <h2>What is ‘budget Ozempic’?</h2> <p>“Budget Ozempic” is different to “nature’s own Ozempic”. It is the polymer polyethylene glycol 3350, or PEG 3350 for short.</p> <p>Chemically, it’s similar to other polymers used as ingredients in cosmetics, drug delivery, <a href="https://www.chemistryworld.com/features/raiders-of-the-lost-pigments/3007237.article">archaeological preservative paints</a>, soaps and even <a href="https://navyrecognition.com/index.php/naval-news/naval-news-archive/2023/june/13261-northrop-grumman-hits-production-milestone-with-trident-ii-d5-s-2000th-rocket-motor.html">missile fuel</a>. It’s not to be confused with ethylene glycol, which is used in antifreeze.</p> <p>Medically, PEG 3350 is mainly sold in Australia through pharmacies in <a href="https://australianprescriber.tg.org.au/articles/managing-constipation-in-adults.html">laxative and stool softening</a> products. It is also used to clean out your bowels before a colonoscopy.</p> <p>The products are referred to as <a href="https://www.healthdirect.gov.au/medicines/medicinal-product/aht,22630/macrogol-3350">macrogols</a>. Brands include DulcoSoft, Movicol, OsmoLax, ClearLax and ColonLYTELY.</p> <h2>How can it cause weight loss?</h2> <p>PEG 3350 is known as an <a href="https://www.nhs.uk/conditions/laxatives/#:%7E:text=Osmotic%20laxatives%20draw%20water%20from,brand%20names%20Duphalac%20and%20Lactugal">osmotic laxative</a>. It uses osmosis – how your body manages the balance of electrolytes in your blood serum – to soften your stools and treat constipation.</p> <p>When you swallow a drink with PEG 3350 the polymer isn’t absorbed by the body. Instead, as it passes through your intestines it draws water to it, making your faeces much more watery.</p> <p>Because it draws more water out of your body than you put into it from the drink, your weight goes down. That is, it just makes you dehydrated.</p> <p>This means any weight loss is likely to be short-lived; when you next drink, your body will retain more of the water to replace what was lost. To have any significant and sustained weight loss you’d need to take a lot of PEG 3350 every day. And at most, you would only lose a few kilograms.</p> <p>This is different to how <a href="https://www.nps.org.au/assets/medicines/42ccacc2-2326-42ad-ad14-abd6010499a4.pdf">Ozempic</a> works. Ozempic is similar to a family of hormones in your body called <a href="https://pubmed.ncbi.nlm.nih.gov/29364588/">incretins</a>. These have a number of actions that control both blood sugar levels and weight. For example, they slow how quickly food is absorbed from the stomach and decrease appetite, both of which help with sustained weight loss.</p> <h2>Dangers and side effects</h2> <p>PEG 3350 can make you <a href="https://www.healthdirect.gov.au/dehydration">dehydrated</a>. You may feel dizzy or light-headed, have a headache and have a dry mouth, lips or eyes.</p> <p>The concentration of electrolytes in your blood, such as salt, may also be too high (known as hypertonic blood serum).</p> <p>Hypertonic blood serum can affect the shape of your red blood cells, making it harder for them to carry oxygen around your body. This results in symptoms that include fatigue and tiredness, and those other symptoms of being dehydrated. In extreme cases it can result in <a href="https://psmf.org/story/emily-jerry/">death</a>.</p> <p>Incorrect levels of electrolytes can lead to other serious problems, affecting your heart and muscles. It can also lead to seizures, confusion, and coma.</p> <p>It can be dangerous to take PEG 3350 if you have heart disease, if your doctor has put you on a sodium-restricted diet, or if you already have an electrolyte disorder, such as <a href="https://www.healthdirect.gov.au/potassium">hyperkalaemia</a> (high potassium levels).</p> <p>These products are also dangerous for elderly people, those with kidney problems, and in very young children.</p> <p>Common side effects include anal irritation, vomiting, diarrhoea, nausea, cramps, pain, and swelling of your abdomen. Some people can have allergic reactions.</p> <p>If you use laxatives, including PEG 3350-based products, for a long period of time (over a period of weeks or months) then you may experience <a href="https://www.eatingdisorders.org.au/wp-content/uploads/2019/10/Eating-disorders-and-laxatives.pdf">withdrawal symptoms</a> if you stop taking them suddenly. These include constipation, bloating, weight gain and fluid retention.</p> <h2>In a nutshell</h2> <p>Overall, if you’ve been struggling with weight loss, then PEG 3350-based products are not a safe and effective solution. Any weight loss you experience will be temporary and may put your health at risk. Safer and more effective solutions are available.</p> <p>Eating healthily and exercising regularly are important first steps for anyone who wishes to lose weight. Shop around, take lunch, catch the bus. It is possible to ease the squeeze on your budget

<p><em><a href="https://theconversation.com/profiles/laura-de-zwaan-180752">Laura de Zwaan</a>, <a href="https://theconversation.com/institutions/griffith-university-828">Griffith University</a></em></p> <p> </p> <p>It’s no secret that the cost of living has increased substantially over the last year, with rises of between <a href="https://www.abs.gov.au/media-centre/media-releases/employees-annual-living-costs-highest-record#:%7E:text=%E2%80%9CLiving%20costs%20for%20employee%20households,per%20cent%20was%20in%201986.">7.1 and 9.6 per cent</a> for all households. So what can households do to manage these increases?</p> <p>It might sound simple, but starting with a budget is the best approach. Even if you already have a budget, price increases mean it will need to be updated. For those new to budgeting, it is just a list of your income and expenses.</p> <p>Make sure you match the frequency of these so you are working out your budget over a week, or a fortnight, or a month. There are plenty of budgeting apps and websites that can help, such as the <a href="https://moneysmart.gov.au/budgeting/budget-planner">Moneysmart budget planner</a>.</p> <p>Once your budget is up to date, you can see your financial position. Do you have a surplus of cash – congratulations! You can save that money to help you in an emergency.</p> <p>But what about if you have less income than expenses? You need to work through a process of figuring out where you can cut back.</p> <p>Some expenses are easy to cut back on:</p> <ul> <li> <p>If you have multiple streaming services, drop back to one at a time. Check for any other subscriptions you might be paying for – if you are not using them frequently, now is the time to cancel. You can always resubscribe when money isn’t tight.</p> </li> <li> <p>If you are spending a lot of money on take out or paying for lunch, find cheaper alternatives such as eating at home and packing a lunch using cheaper ingredients. Switch to tap water for normal drinks, and take a travel cup of coffee with you.</p> </li> <li> <p>Check and see if public transport is cheaper for you. If you are using a lot of fuel and paying for parking, public transport could be a better option.</p> </li> <li> <p>Groceries can be a huge cost for families. It is always worth shopping around to not pay full price. Understand unit pricing and buy the products you use when they are on special. It might be necessary to switch to cheaper products.</p> </li> <li> <p>Check if you are paying too much for your utilities like internet, electricity and gas. There are comparison websites you can use, including the <a href="https://www.energymadeeasy.gov.au/">Energy Made Easy</a> website. You can also make simple changes such as turning off lights and using a saucepan lid when boiling water that will reduce your usage.</p> </li> <li> <p>Check other products you might be paying for, such as car, home and health insurance to see if you can save money by switching. Be careful with any life or disability policies. It is best to speak to a financial adviser before changing those as there can be implications for cover.</p> </li> </ul> <p>Other expenses, like housing, can be a lot harder to manage.</p> <p>Rising interest rates have pushed up mortgage repayments for homeowners. Mortgage interest charges have <a href="https://www.abc.net.au/news/2023-05-03/record-high-living-costs-businesses-contracting-interest-rates/102296992">risen by 78.9% over the year</a> to March 2023. For many homeowners, their repayments are unaffordable compared to when they first took out their mortgage.</p> <p>If you are struggling to afford your mortgage, the first step is to talk to your lender as soon as possible. Moneysmart has <a href="https://moneysmart.gov.au/home-loans/problems-paying-your-mortgage">useful information</a> on what to do when you can’t meet your mortgage payments.</p> <p>You may also be able to <a href="https://www.ato.gov.au/individuals/super/withdrawing-and-using-your-super/early-access-to-super/access-on-compassionate-grounds/access-on-compassionate-grounds---what-you-need-to-know/">access some of your superannuation</a> so you don’t lose your home, however bear in mind that this is a temporary solution and uses your retirement savings.</p> <p>Increased demand for rentals has seen average rents across Australia increase by <a href="https://content.corelogic.com.au/l/994732/2023-07-05/z2tcd/994732/1688600749Ly8Iv9wt/202306_CoreLogic_RentalReview_July_2023_FINAL.pdf">27.4% since the COVID pandemic</a>. Supply of rental properties is low, which means many people may not be able to find a suitable alternative if their rent increases and becomes unaffordable.</p> <p>It might be necessary to take on a housemate, or move to a cheaper location (make sure to consider additional costs such as transport). If your circumstances have changed suddenly and you cannot pay your rent, contact your landlord or property manager.</p> <p>If you are paying a lot in credit card or other personal debt repayments such as numerous Afterpay-style accounts, it could be a good idea to speak to a bank about consolidating.</p> <p>This can help move some expensive debt, such as that from credit cards, into lower interest debt and simplify your budgeting as there is only one payment. If debt is making your budget unmanageable, then you can call the <a href="https://ndh.org.au/">National Debt Helpline</a> or for First Nations Australians there is <a href="https://financialrights.org.au/getting-help/mob-strong-debt-help/">Mob Strong Debt Help</a>.</p> <p>A final option could be to increase your income by taking on more work. This can be a good solution, but if you already work full time it might be unsustainable. Tips for eating a healthy diet on a tight budget

<p>When you’re on a tight budget, the idea of coming up with tasty, healthy meals on a regular basis can sometimes seem beyond us! We easily fall prey to slick grocery marketing, and when it comes to fitting meal preparation into our day, it’s easy to fall into a rut, succumbing to quick fix fast foods again and again.</p> <p>The good news is, you can be thrifty and healthy – with a little organisation and creativity, you can enjoy first class meals on a smart saver’s budget.</p> <p>Here’s a selection of tips to help with your creative cuisine challenge:</p> <ul> <li>A golden rule is don’t shop when you’re hungry, as you’re more likely to buy things you don’t need. Shop with a list rather than buying on the spur of the moment.</li> <li>Buy fresh fruit and vegetables that are in season, and only enough for a week or so, as they go off quickly.</li> <li>Buy generic, no name and home brands where possible, especially for items where you’re not fussed about having the absolute best quality.</li> <li>Add some canned kidney beans, chick peas, lentils or other legumes to mince dishes or stews to make the meal go further. Canned beans are cheap, handy and healthy – a great addition to salads and other meals.</li> <li>Buying in bulk is almost always cheaper. It’s a great idea to buy non-perishable items in bulk (canned foods, dried beans and grains etc.), and you can freeze perishable items such as meat and bread in smaller portions to use as needed.</li> <li>When cooking a big meal, make extra to freeze or use later in the week for lunches or quick suppers. Double recipes, then freeze half.</li> <li>Use less expensive cuts of meat for casseroles that you slow cook; add extra vegetables and beans to make the meal go further.</li> <li>Look at purchasing perishables like meat and sushi at the end of the day when there are often clearances of stock close to use by dates.</li> <li>Check supermarket catalogues for specials and identify any products that you need before you go shopping.</li> <li>Buy block cheese and grate it yourself.</li> <li>Preserve when it’s cheap. Depending on your storage capacity, bottling, drying and freezing fresh fruits and vegetables is an excellent way to cash in on seasonal foods that are lower in cost but higher in taste and nutrition.</li> <li>Brown rice is a great addition to leftover meat and veggies. Although brown rice is slightly more costly than white, the nutritional payoff is well worth it.</li> <li>Pasta, likewise, is quick and easy to prepare, and can be paired with veggies, meat or a fresh salad. Have fun adding your own dash of inspiration (mushrooms, spices and herbs.) Choose wholemeal pasta when you can.</li> <li>Always keep spices, herbs and sauces handy – they can brighten up simple dishes.</li> <li>Bake your own goodies – that way you can make sure everything that goes into them is more nutritious. Plus, they are generally cheaper and tastier than store bought varieties.</li> <li>Soups can’t be beaten for nutrition and convenience, especially since you can use inexpensive soup mixes as your base. At the end of the week, make soup out of all your leftover veggies instead of throwing them out, and freeze anything you won’t eat in a few days. You can find great ideas on the internet by searching for recipes containing whatever you have in the fridge. 8 ways to stretch your cruise budget

<p>When it comes to cruising there are plenty of ways you can make you budget stretch further without have to give up on the quality of holiday you want to have.</p> <p><strong>Be flexible</strong></p> <p>You can snag a great deal if you’re flexible with dates and open to new destinations. Fares can fluctuate on a daily basis so, if you aren’t locked in to a certain schedule, you could grab a great last minute bargain. Plus, you might discover an amazing new destination you’d never thought of.</p> <p><strong>Shop the sales</strong></p> <p>The cruise industry has sales on all year round and plenty of cruise lines, travel agents, forums and cruise websites will have deals pages or newsletters you can sign up to. If you stay abreast of all the special offers that are coming out, you can be sure to grab the best one.</p> <p><strong>Buy a package</strong></p> <p>Dining at the main restaurants will be included in your fare, but each ship will have a few specialty restaurants that come at an extra charge. If you want to try them all, buy a package that will come at a significant discount. Same goes for alcohol. If you think you’re likely to drink a few cocktails in the afternoon and wine with dinner, buy a daily drinks package to lower the cost.</p> <p><strong>Save on port days</strong></p> <p>Onboard spas are expensive, often even more expensive than you would find on shore. But most ships will have specials on offer during port days when most people are off the ship. If you don’t mind missing the destination you can get a great deal. The onboard shops will often have special sales or events on port days too. Check your daily cruise calendar.</p> <p><strong>Watch your tips</strong></p> <p>Almost all lines will add a daily gratuity to your account, usually around $12 to 15 per person per day. You’ll also find an extra 15 to 18 per cent gratuity added to bar bills or spa treatments. That means you don’t have to tip any extra – even though they leave a space for it on the bill. You don’t want to end up tipping 30 per cent on a round of beers.</p> <p><strong>Disconnect at sea</strong></p> <p>Internet and phone calls are the two most expensive things on a cruise – which makes sense when you realise you’re in the middle of the ocean. Mobile roaming charges are steep and cruise ship wifi extortionate, so the best thing to do is unplug your devices. You can always find a free wifi hotspot or payphone when you’re on shore.</p> <p><strong>Guide yourself</strong></p> <p>Shore excursions are a great way to experience a port, but they can also be really expensive. And many of them aren’t worth the money, like beach days or city bus tours. At most places you can get a taxi to take you to the beach for a fraction of the price or find a local bus that will take you on the same route. Do a little internet research before you go and reap the rewards.</p> <p><strong>Use an agent</strong></p> <p>A lot of money saving tactics come from a little DIY, but using a specialist cruise travel agent can actually save you money in the long run. And the country has lots of landscape and culture for the buck. If you travel around by train and dine at low-key local places it will not only make you trip more authentic, but your pennies will go further. </p> <p>From lounging on the beaches of Goa to affordable skiing on Himachal Pradesh, there are many budget-friendly options including staying at Rajasthan's former palaces and living like a maharaja for less.</p> <p><strong>Laos</strong></p> <p>With better deals than Thailand, with its natural beauty and friendly locals, Laos is somewhat a majestic destination. Avoid travelling during school holidays because the industry tends to increase prices. Instead, research the best time to visit your location and travel before or after those dates. </p> <p dir="ltr"><strong>3. Book flights in advance</strong></p> <p dir="ltr">Try to book your flights well in advance. Booking flights closer to your day of departure will always come at a higher cost.</p> <p dir="ltr"><strong>4. More tourists will be travelling to the destination and as a result prices for everything from hotels to airfares and even the meal at your restaurant can be significantly higher.</p> <p>For this reason, it’s important to do your research when planning your trip and if you can be flexible go at a time where there won’t be too many tourists.</p> <p><strong>Pay attention to the exchange rates</strong></p> <p>When you’re figuring out exactly where you want to go it is definitely worth keeping an eye on the local exchange rage and understanding how our dollar is performing.</p> <p>You may find that if our dollar isn’t facing too strongly against a particular currency it may be worth considering alternate plans that will give you a little more bang for your buck when you’re headed overseas.</p> <p><strong>Figure out how much you’re going to spend before you leave</strong></p> <p>If you set an upper limit on the amount you want to spend before you leave, odds are you will be able to find it easier to reign in your spending. Get a pen and pad out and make some estimations as to how much everything is going to cost before you set your plans in stone.</p> <p>By doing this, it will probably also be easy to identify areas in which you can actually save some money.</p> <p><strong>Figure out a daily budget and stick to it</strong></p> <p>Have a frank discussion with yourself about what this trip is and what you actually want to achieve out of it. 13 budget beauty tricks

<p>There are plenty of beauty tips that are not worth listening to. Who actually throws out their mascara after three months? Do you really need to buy enough make-up brushes to rival an artist's palette? And will putting strawberries all over your teeth really give you a smile to rival Lucille Ball’s? It’s all a bit too hard.</p> <p>Use these simple, DIY tricks to save your time, money and effort.</p> <ol> <li>To avoid lipstick on your teeth, after applying your lippie stick your finger in your mouth and pull it out. This way your finger will take the excess product, not your teeth. </li> <li>Concoct your own plumping lip venom (and save yourself $30) by adding a drop of cinnamon or peppermint oil to your lip colour.</li> <li>Vaseline costs you pocket change and has to be the most hard-working beauty products out there. Apply to lashes before bed to make them grow longer and thicker over time, use it to tame unruly eyebrows, apply to pulse points before spritzing your perfume to make the scent last longer, combine with sea salt to make a scrub and mix with lipstick to make a subtle cream blush.</li> <li>Don't have a curler? Give yourself groovy, long-lasting waves by flat-ironing your braids with your hair straightener. Avoid making the braids too tight lest you like the crimped look.</li> <li>Don't listen to Sally Hansen when she says you need to buy cuticle cream. Eye cream applied to your nail beds serves the same purpose.</li> <li>While towels cause static and friction, drying your hair with a cotton T-shirt eliminates the frizz factor completely.</li> <li>A light dusting of baby powder between coats of mascara creates fullness you have not dared to even dream of.</li> <li>There's nothing worse than blotches of dry shampoo that could be mistaken for dandruff. Always apply it the night before, not the morning of, to prevent product build-up.</li> <li>Want to give your lipstick long-wear power? After applying, hold a tissue over your lips and lightly dust with translucent powder to set the colour.</li> <li>Got a spot of foundation on your white shirt? A touch of shaving cream on a damp cloth should clear it right up.</li> <li>You can reduce hair static and fly-aways by slicking it with a dryer sheet.</li> <li>There's no tougher wait than the time it takes your conditioner to work or your manicure to dry. Cut that drying time in half by dunking your nails in a bowl of cold water for two minutes shortly after painting.</li> <li>Had a messy experience with leaky products in your suitcase? But you can also add growth hormone to help propagate a cutting.</p> <p><strong>Consider native plants</strong></p> <p>As mentioned above, native plants can often be propagated using cuttings, but they are also naturally suited to your area.</p> <p>While you might not want to fill your garden with native plants, you can use smaller native plants and grasses for smaller spaces in your garden and take advantage of their easy manageability.</p> <p>Because native plants have evolved to withstand the climate and can survive with less fertiliser, pesticides and water, a native garden can be easier and much cheaper to maintain.</p> <p>This gives you greater flexibility; if you were to go on holiday, you won’t have to rely on the kids to look after the garden while you are gone.</p> <p><strong>Find uses for common household items</strong></p> <p>When you are designing your garden on a budget you should have a look around the house for ways to save on your garden budget. You can get <span style="text-decoration: underline;"><strong>plenty of ideas on the internet</strong></span> for how to repurpose old and vintage items in your garden. And there are many ways to recycle household items in the garden that you may have been planning to throw out.</p> <p>Newspaper mulching is a prime example of repurposing a household item. Use your old newspapers to smother weeds, allowing your flowers and veggies to grow unhindered.</p> <p>Have your grandkids grown out of their nappies? Use left overs in the place of water hydrating crystals in the bottom of pot plants. They’ll act as a reservoir and will keep the plant moist without drowning it.</p> <p><strong>Egg carton seed storage</strong></p> <p>Egg cartons and toilet rolls can be used as seed starters, while toilet paper makes great seed paper. You could even try your hand at composting. But if that’s a little too much for you, you can just use your tea leaves as a nutritional boost for your plants.</p> <p>So start planning your new garden, enlist the help of family and friends and have a look around your house and online for some inspiration.</p> <p>Did you design your own garden? Why ‘best before’ food labelling is not best for the planet or your budget

<p>UK supermarkets have <a href="https://metro.co.uk/2022/08/03/which-supermarkets-are-scrapping-best-before-dates-and-why-17117556/">removed “best before” dates</a> on thousands of fresh food products in an effort to reduce food waste.</p> <p>One of the major supermarket chains, Sainsbury’s, is replacing these labels with product messaging that says “<a href="https://www.fruitnet.com/fresh-produce-journal/sainsburys-axes-best-before-dates-on-more-fruit-and-veg/247057.article">no date helps reduce waste</a>”.</p> <p>Apples, bananas, potatoes, cucumbers and broccoli are among the most wasted foods. Removing “best before” labels from these foods alone will reduce waste by an estimated <a href="https://wrap.org.uk/taking-action/food-drink/initiatives/food-waste-reduction-roadmap">50,000 tonnes a year</a>.</p> <p>In Australia we produce <a href="https://www.fial.com.au/sharing-knowledge/food-waste">7.6 million tonnes of food waste every year</a> – about 300kg per person. <a href="https://workdrive.zohopublic.com.au/external/ba011474a921ef40d77287a482fc9b257083a646708e3b38b6debeea81cdf81b">About 70%</a> of what we throw out is still edible. Why aren’t we following the UK’s example?</p> <p> </p> <p>Some might worry about food safety. But two types of date labels – “best before” and “use by” – are used in Australia. “Use by” labels would still alert us to when food can no longer be regarded as safe to eat.</p> <p>And consumers will still be able to assess the state of fresh produce for themselves.</p> <h2>Food waste has huge impacts</h2> <p>Food waste costs Australia <a href="https://workdrive.zohopublic.com.au/external/ba011474a921ef40d77287a482fc9b257083a646708e3b38b6debeea81cdf81b">A$36.6 billion a year</a>.</p> <p>This waste occurs right across the supply chain, including primary production, manufacturing, distribution, retail and hospitality. However, households produce more than half of the waste, at an average cost per household of A$2,000 to $2,500 a year.</p> <p> </p> <p>In 2017, the Australian government <a href="https://www.dcceew.gov.au/environment/protection/waste/food-waste?state=tas#national-food-waste-strategy">pledged to halve food waste</a> by 2030 when it launched the <a href="https://www.dcceew.gov.au/environment/protection/waste/publications/national-food-waste-strategy">National Food Waste Strategy</a>.</p> <p>This is a complex issue, but one simple solution could be to follow the UK and remove “best before” dates.</p> <h2>How will you know if food is still safe?</h2> <p>Our labelling system is fairly straightforward, but many consumers don’t understand the difference between “best before” and “use by”. This confusion leads them to throw away tonnes of food that’s still suitable for eating.</p> <p>In Australia, the regulatory authority <a href="https://www.foodstandards.gov.au/consumer/labelling/dates/Pages/default.aspx">Food Standards</a> provides guidance for manufacturers, retailers and consumers on using dates on product labels. These dates indicate how long food products can be sold, and kept, before they deteriorate or become unsafe to eat.</p> <p>Food with a “best before” date can be legally sold and consumed after that date. These products should be safe, but may have lost some of their quality.</p> <p>Products past their “use by date” are considered not safe.</p> <p>The food supplier is responsible for placing date labels on the product.</p> <p>Differences in packaging and date labelling can be subtle. For example, lettuce sold loose or in an open plastic sleeve does not have a “best before” date. The same lettuce packaged in a sealed bag does.</p> <p>Bread is the only fresh food that uses a different system with “baked on” or “baked for” date labels.</p> <p>Some foods, such as canned goods and food with a shelf life of two years or more, don’t have to be labelled with “best before” dates because they usually retain their quality for many years. They are typically eaten well before they deteriorate.</p> <p>Food producers and retailers are keen to keep the labelling status quo, because it makes it easier to <a href="https://www.vox.com/22559293/food-waste-expiration-label-best-before">manage stock</a> and <a href="https://journals.sagepub.com/doi/full/10.1509/jppm.14.095">encourages turnover</a>.</p> <h2>The case for packaging</h2> <p>Some packaging is used to separate branded products such as fruit varieties protected by <a href="https://theconversation.com/the-case-of-the-pirated-blueberries-courts-flex-new-muscle-to-protect-plant-breeders-intellectual-property-126763">plant breeders’ rights</a>, organic products and imperfect vegetable ranges. Once packaged, these products require a “best before” date.</p> <p>Plastic packaging can greatly increase the shelf life of some vegetables. In these cases, it effectively reduces food waste. A striking example is cucumbers. Plastic wrap can extend their shelf life from a <a href="https://theconversation.com/why-some-plastic-packaging-is-necessary-to-prevent-food-waste-and-protect-the-environment-117479">few days to two weeks</a>.</p> <p>Vegetables such as broccoli and cauliflower contain beneficial anti-cancer compounds called <a href="https://www.frontiersin.org/articles/10.3389/fnut.2016.00024/full">glucosinolates</a>. Plastic packaging that seals in <a href="https://www.food-safety.com/articles/1324-naturally-preserving-food-with-gases">specialty gas</a> preserves these longer. However, overcooking quickly erases this packaging benefit.</p> <figure class="align-center "></figure> <h2>Dead or alive?</h2> <p>The chemistry of a fruit or vegetable starts changing the moment it is picked. Some types of produce, such as bananas and pears, are picked early so they ripen in the shop and at home. Other produce, such as sweet corn and peas, rapidly decline in the quality and quantity of flavours and nutrients once they’re picked. Snap freezing is an excellent way to preserve this produce.</p> <p>Fresh fruits and vegetables are still alive. Their cells remain full of chemical reactions and enzymatic activity.</p> <p>This is why a cut apple turns brown. It’s also why ethylene gas released from bananas and other fruits can shorten the life of their neighbours in the fruit bowl.</p> <p>Potatoes, one of the most wasted products, are sold with “best before” dates when packaged in plastic bags. But if stored correctly in low light and in a “breathable” bag (paper or hessian), potatoes stay “alive” and edible for months. Just make sure you cut away any green parts, which <a href="https://theconversation.com/can-you-really-be-poisoned-by-green-or-sprouting-potatoes-63437">contain toxic solanine</a>.</p> <p>As well as fresh produce’s own cellular activity, there is microbial activity in the form of bacteria and fungi.</p> <p>Fortunately, we come equipped with a number of evolved chemical sensors. We can <a href="https://theconversation.com/how-to-avoid-food-borne-illness-a-nutritionist-explains-153185">feel, see, sniff and taste</a> the state of fruits, vegetables and other products. Trust (and train) your instincts.</p> <h2>Questions to ask yourself</h2> <p>To reduce food waste, we need a combination of approaches, including appropriate packaging, sensible labelling and consumer awareness.</p> <p>Ideally, the <a href="https://www.foodstandards.gov.au/code/pages/default.aspx">Australian and New Zealand Food Standards Code</a> would be updated to reflect a more nuanced view of packaged fresh foods.</p> <p>In the short term, consumer awareness and buying power are the best drivers of change. Tips for eating a healthy diet on a tight budget

<p>When you’re on a tight budget, the idea of coming up with tasty, healthy meals on a regular basis can sometimes seem beyond us! We easily fall prey to slick grocery marketing, and when it comes to fitting meal preparation into our day, it’s easy to fall into a rut, succumbing to quick fix fast foods again and again.</p> <p>The good news is, you can be thrifty and healthy – with a little organisation and creativity, you can enjoy first class meals on a smart saver’s budget.</p> <p>Here’s a selection of tips to help with your creative cuisine challenge:</p> <ul> <li>A golden rule is don’t shop when you’re hungry, as you’re more likely to buy things you don’t need. Shop with a list rather than buying on the spur of the moment.</li> <li>Buy fresh fruit and vegetables that are in season, and only enough for a week or so, as they go off quickly.</li> <li>Buy generic, no name and home brands where possible, especially for items where you’re not fussed about having the absolute best quality.</li> <li>Add some canned kidney beans, chick peas, lentils or other legumes to mince dishes or stews to make the meal go further. Canned beans are cheap, handy and healthy – a great addition to salads and other meals.</li> <li>Buying in bulk is almost always cheaper. It’s a great idea to buy non-perishable items in bulk (canned foods, dried beans and grains etc.), and you can freeze perishable items such as meat and bread in smaller portions to use as needed.</li> <li>When cooking a big meal, make extra to freeze or use later in the week for lunches or quick suppers. Double recipes, then freeze half.</li> <li>Use less expensive cuts of meat for casseroles that you slow cook; add extra vegetables and beans to make the meal go further.</li> <li>Look at purchasing perishables like meat and sushi at the end of the day when there are often clearances of stock close to use by dates.</li> <li>Check supermarket catalogues for specials and identify any products that you need before you go shopping.</li> <li>Buy block cheese and grate it yourself.</li> <li>Preserve when it’s cheap. Depending on your storage capacity, bottling, drying and freezing fresh fruits and vegetables is an excellent way to cash in on seasonal foods that are lower in cost but higher in taste and nutrition.</li> <li>Brown rice is a great addition to leftover meat and veggies. Although brown rice is slightly more costly than white, the nutritional payoff is well worth it.</li> <li>Pasta, likewise, is quick and easy to prepare, and can be paired with veggies, meat or a fresh salad. Have fun adding your own dash of inspiration (mushrooms, spices and herbs.) Choose wholemeal pasta when you can.</li> <li>Always keep spices, herbs and sauces handy – they can brighten up simple dishes.</li> <li>Bake your own goodies – that way you can make sure everything that goes into them is more nutritious. Plus, they are generally cheaper and tastier than store bought varieties.</li> <li>Soups can’t be beaten for nutrition and convenience, especially since you can use inexpensive soup mixes as your base. At the end of the week, make soup out of all your leftover veggies instead of throwing them out, and freeze anything you won’t eat in a few days. This single spending habit could threaten your savings

<p dir="ltr">As inflation rates hit record highs - at 7.75 percent for Australia and 7.3 percent for New Zealand - many are finding their savings are taking a hit under the soaring cost of living.</p> <p dir="ltr">But it isn’t just rising fuel and food prices you need to worry about, according to ANZ Plus team member Danielle Curry.</p> <p dir="ltr">In fact, there’s one commonly forgotten expense that’s making staying on top of our finances even trickier: phone apps.</p> <p dir="ltr">Apps like Uber Eats, Afterpay services, and those for your favourite stores, along with “must-have” shopping trends are making it so that mobile apps are driving our desire to spend money easily and beyond our means.</p> <p dir="ltr">According to new research from ANZ Plus, over recent years Aussies have consistently “overspent” the most on eating out and takeaway, with 53 percent noting that their top expenses were food-related.</p> <p dir="ltr">“There’s this real immediacy of spending that is becoming very normal for Australians,” Ms Curry told <em><a href="https://www.news.com.au/finance/money/budgeting/out-of-control-the-spending-habit-threatening-your-savings/news-story/f38d98db818c8f01191a4069106eb6af" target="_blank" rel="noopener">news.com.au</a></em>.</p> <p dir="ltr">“And especially during the pandemic, we saw a lot of restaurants convert to home delivery services so people were still ‘eating out’ but just a bit differently.”</p> <p dir="ltr">A noticeable surge in online shopping and subscribing to streaming services also coincided with thousands starting to work from home during pandemic-induced lockdowns, accounting for Aussies’ overspending by 35 percent and 19 percent respectively.</p> <p dir="ltr">“And with the advent of things like buy now, pay later services it has really allowed that real immediacy of spending,” Ms Curry added.</p> <p dir="ltr">“Twenty years ago you couldn’t order something from Amazon and have it arrive the next day … so if you’re not tracking your expenses, are you really sure exactly how much you’re spending on things like Amazon?”</p> <p dir="ltr">Ms Curry said one of the most concerning findings from the research was that a third of Ausies struggle to manage their finances, with 1.5 million of those surveyed admitting they “don’t feel in control of their money at all”.</p> <p dir="ltr">Though data from Westpac suggests that the average Australian has around $22,000 in savings, big savers that skew the data means that a more realistic figure is closer to $3500.</p> <p dir="ltr">In response to skyrocketing electricity bills and other living expenses, many have chosen to cut down on “unnecessary expenses” and try to save any way they can.</p> <p dir="ltr">Ms Curry said that even though most are trying to make ends meet, poor budgeting skills could leave many blindsided.</p> <p dir="ltr">“We know that a lot of people don’t feel in control and it’s because they don’t have the knowledge about their own finances,” she said.</p> <p dir="ltr">“But the first thing to understand is that it’s going to be different for every single Australian … and it’s important that everyone understands their own situation.</p> <p dir="ltr">“(It’s different) for some who might be financially struggling to make ends meet has to make choices between food and the electricity bill versus someone who is financially comfortable and is quite able to make a luxury purchase.”</p> <p dir="ltr">But, there are some ways we can take back control of our finances, such as tagging and categorising your spending through your banking app.</p> <p dir="ltr">This can help you identify “unnecessary” or passive purchases that can be stopped, such as forgotten subscriptions.</p> <p dir="ltr">“Everyone is at a different stage in their lives and make custom everyday expenses,” Ms Perez said. </p> <p dir="ltr">“(But) once we can really understand what we’re doing with that money we can see if there are trade-offs … to find that extra five dollars to add towards our savings.”</p> <p dir="ltr">Digital budgeting apps and tracking tools, including those offered in banking apps can also help you set up savings goals, a budget, and a savings buffer based on your financial situation.</p> <p dir="ltr">“Using these kinds of nifty features that we’ve got around expense categorisation and setting up savings goals, really help push your finances to the next level,” Ms Curry said.</p> <p><span id="docs-internal-guid-587d039a-7fff-d6bb-bc0c-b218a9d62332"></span></p> <p dir="ltr"><em>Image: Getty Images</em></p>

Australia’s wellbeing budget: what we can – and can’t – learn from NZ

<p>Federal Treasurer Jim Chalmers has <a href="https://twitter.com/JEChalmers/status/1545191023386951680" target="_blank" rel="noopener">confirmed</a> Australia will follow Aotearoa New Zealand’s example and put wellbeing at the centre of the national budget.</p> <p>So what is a wellbeing budget? To understand that requires a short explanation of how Australia’s budget works now, and how wellbeing goals will change the process.</p> <p><strong>How the budget has worked till now</strong></p> <p>Governments around the world budget in different ways. Some deliver little more than a statement of economic policy aspirations. Others, like Australia and New Zealand, publish detailed and useful information.</p> <p>The standard Australian budget since the 1980s has included an economic outlook, official estimates of likely revenue and expenses, and details on proposed changes to taxes and spending. There are sections on risks, estimates of debt, and much else besides.</p> <p>Preparing the budget is a mammoth undertaking by bureaucrats, ministers, and ministerial offices.</p> <p>Nevertheless government decisions actually only affect the budget at the margins.</p> <p>The bulk of spending is locked in to programs that roll on year after year – such as aged pensions, health and defence. Budgeting is incremental. Cabinet’s key budget decision-making body, the <a href="https://www.finance.gov.au/about-us/glossary/pgpa/term-expenditure-review-committee-erc" target="_blank" rel="noopener">Expenditure Review Committee</a>, will work for months to shift just 2-3% of spending.</p> <p>There are exceptions. When a major new tax such as the GST is introduced, for example. Or when a government spends big in response to a global financial crisis or pandemic. But these are rare.</p> <p>Government budget decisions at the margin are, however, what the media and political debate focuses on, because they show the government’s priorities.</p> <p>These priorities typically change each year, reflecting political imperatives.</p> <p>The grab-bag of disparate spending increases in the Morrison government’s last budget, <a href="https://budget.gov.au/2022-23/content/overview/index.htm" target="_blank" rel="noopener">for example</a>, reflected an impending election. Its <a href="https://archive.budget.gov.au/2021-22/download/glossy_overview.pdf" target="_blank" rel="noopener">2021-22</a> budget reflected the pandemic. Its <a href="https://archive.budget.gov.au/2019-20/download/overview.pdf" target="_blank" rel="noopener">2019-20 budget</a> reflected its long-term plan to deliver a surplus.</p> <p><strong>New Zealand makes the shift</strong></p> <p>Until 2019 and its first wellbeing budget, New Zealand’s process was so similar to Australia’s that observers lumped them together as the “Antipodean” model of budgeting.</p> <p>No longer. The New Zealand government’s policy decisions still remain mostly at the margins. But the way those marginal decisions are made has changed.</p> <p>Priorities are no longer just set according to the government’s whim but are more constant – reflecting long-term goals identified as important to national wellbeing. These priorities aren’t meant to change significantly between years, or terms, or even decades.</p> <p><strong>Setting national priorities</strong></p> <p>New Zealand first wellbeing budget in 2019 set out five priorities for budget funding:</p> <ol> <li>transition to a sustainable and low-emissions economy</li> <li>social and economic opportunities</li> <li>lifting Maori and Pacific peoples’ opportunities</li> <li>reducing child poverty</li> <li>improving mental health.</li> </ol> <p>These priorities have stayed the same over four wellbeing budgets – albeit with some minor changes, such as adding physical wellbeing to the mental health objective.</p> <p>Extra funding has been allocated to these priorities in each of the four years. The 2022 budget, for example, had <a href="https://www.beehive.govt.nz/speech/minister-finance-wellbeing-budget-2022-speech" target="_blank" rel="noopener">an extra NZ$580 million</a> (about A$525 million) for health, social and justice program contributing to Māori wellbeing.</p> <p><strong>Has it made a difference?</strong></p> <p>It is not yet apparent what wellbeing budgeting has achieved for New Zealand. But that’s to be expected.</p> <p>Challenges such as child poverty, greenhouse emissions or mental health need decades of sustained effort, not four years of the standard budgeting cycle. These are areas that have often been neglected precisely because they can’t provide some “announceable” outcome in time for an election.</p> <p>Criticisms of the New Zealand process for <a href="https://www.smh.com.au/national/australia-shouldn-t-blindly-follow-nz-wellbeing-budget-model-20220708-p5b084.html" target="_blank" rel="noopener">not yet improving outcomes</a> thus fail to appreciate the point of the reform. They are even more unfair given the context of the past two years, with the challenges of COVID-19, supply chain disruptions and global inflation.</p> <p><strong>Evidence from Scotland</strong></p> <p>A sense of the long-term benefits of wellbeing measures comes from Scotland.</p> <p>It has not yet gone as far as New Zealand with a wellbeing budget, but for 15 years it has had a “<a href="https://nationalperformance.gov.scot/" target="_blank" rel="noopener">well-being framework</a>” helping to shape spending priorities.</p> <p>The <a href="https://nationalperformance.gov.scot/" target="_blank" rel="noopener">National Performance Framework</a> was adopted in 2007 with a ten-year vision to measure and improve wellbeing outcomes.</p> <p>Updated in 2018, it covers 11 major outcomes – from “a globally competitive, entrepreneurial, inclusive and sustainable economy” to children growing up “loved, safe and respected” – with 81 measures of improvement (such as social and physical development scores as measures <a href="https://nationalperformance.gov.scot/measuring-progress/national-indicator-performance" target="_blank" rel="noopener">of child well-being</a>).</p> <hr /> <figure class="align-center zoomable"><a href="https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip"><img src="https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;fit=clip" sizes="(min-width: 1466px) 754px, (max-width: 599px) 100vw, (min-width: 600px) 600px, 237px" srcset="https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=600&amp;h=595&amp;fit=crop&amp;dpr=1 600w, https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=30&amp;auto=format&amp;w=600&amp;h=595&amp;fit=crop&amp;dpr=2 1200w, https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=15&amp;auto=format&amp;w=600&amp;h=595&amp;fit=crop&amp;dpr=3 1800w, https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=45&amp;auto=format&amp;w=754&amp;h=747&amp;fit=crop&amp;dpr=1 754w, https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=30&amp;auto=format&amp;w=754&amp;h=747&amp;fit=crop&amp;dpr=2 1508w, https://images.theconversation.com/files/473524/original/file-20220712-16-97lchi.png?ixlib=rb-1.1.0&amp;q=15&amp;auto=format&amp;w=754&amp;h=747&amp;fit=crop&amp;dpr=3 2262w" alt="Main goals of Scotland's national performance framework." /></a><figcaption><span class="caption">Main goals of Scotland’s national performance framework.</span> <span class="attribution"><a class="source" href="https://nationalperformance.gov.scot/" target="_blank" rel="noopener">Scottish Government</a>, <a class="license" href="http://creativecommons.org/licenses/by/4.0/" target="_blank" rel="noopener">CC BY</a></span></figcaption></figure> <hr /> <p>Public policy researcher <a href="https://link.springer.com/chapter/10.1007/978-3-030-02230-3_3" target="_blank" rel="noopener">Jennifer Wallace</a> (and current director of the Carnegie UK Trust) says the Scottish experience:</p> <blockquote> <p>tells a strong story of how a focus on wellbeing can reorientate government by creating a shared language for public services and a sense of unity of purpose.</p> </blockquote> <p><strong>Not perfect, but a step in the right direction</strong></p> <p>New Zealand’s wellbeing budget is not a complete departure from a standard budget. It still has economic content and, like any set of papers produced by a government, cannot escape politics.</p> <p>Nonetheless it puts wellbeing spending at the forefront of the government’s most important policy statement of the year. It is working on measuring progress in more sophisticated ways than standard indicators such as GDP.</p> <p>It encourages departments and their ministers to prepare policy bids with a view to these priorities. It makes wellbeing a benchmark by which to judge the budget – even by critics.</p> <p>New Zealand has long been a budget innovator. It led the world in introducing outcomes and outputs budgeting – categorising spending according to desired results rather than inputs such as staff and buildings. How to make a budget, according to money experts

<h2>What is a budget?</h2> <p>Creating a budget and sticking to it is one of the first steps to becoming financially independent. But what is a budget? In general, your budget is your spending plan (for the week, the month, the year, etc.) that is based on how much money you bring in, and how much money you spend. One way to budget your money is to start with setting a goal. Read on for more tips for making a budget and sticking to it.</p> <p> </p> <div> </div> <p> </p> <h2>Why budget?</h2> <p>“To accomplish any goal in life, it’s all about discipline,” counsels Brian Saranovitz, president of Your Retirement Advisor. “Your financial life is no different.”</p> <p>In the process of building financial discipline in your life, budgeting is the very first step. In every other aspect of personal finance – from shopping to saving to investing to buying a home to retirement planning – your success will depend on your ability to create a budget… and stick to it!</p> <p>“There is a magic about money,” says financial educator, Tiffany Aliche. “When money is not planned for, tracked, and kept record of, it literally disappears.” Here’s a simple, step-by-step approach to how to make a budget.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 1: set your goal</h2> <p>Do you want to save for a deposit on a home? Or a beach holiday? Or simply start saving each month for emergencies? Whatever your goal is, it’s wise first to visualise the results of your budget and write it down. By imagining the results and creating a mental picture, you’re much more likely to stick to your budget and achieve your desired outcome.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 2: total your monthly income</h2> <p>Start by identifying your current, monthly, post-tax income – which is easier than it sounds: simply add up all of your sources of income. Besides your salary, don’t forget commissions and bonuses, interest, spousal or child support, dividends, freelance income, or any other cash you have flowing in. Write it all down, whether by hand or on a smartphone or computer. If you’re comfortable with a spreadsheet, then go ahead and use one to record your data.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 3: determine your monthly expenses</h2> <p>On the same page, write down all of your monthly expenses. Make sure to include discretionary expenses (eg entertainment, travel, hobbies) as well as fixed expenses (eg housing, food, utilities, transportation, debt payments). When in doubt, it’s best to overestimate expenses.</p> <p>Says Saranovitz, “It’s amazing how much your expenses add up. By simply taking the time to analyse and categorise your spending, you’ll have a much better sense of ALL your spending. Many people are surprised to find out how much more they’re spending than they thought.” Don’t overlook the little things that eat away at your money like fees and monthly subscriptions.</p> <p>For utilities and other bills that vary, Aliche suggests, “To figure out an average amount of usage, take the last six to twelve months of each bill, add them up, and divide by how many months you have. Many companies will keep your old bills online, so they’re easy to find.”</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 4: are you living within your means?</h2> <p>Next, you’ll want to compare the totals. Are you living beyond your means? Are you spending more than you earn? Simply subtract your monthly expenses from your post-tax income. If the result is a negative number, jump to the next slide.</p> <p>If the result is positive – congratulations! You are living within your means.</p> <p>The first thing you should do with your excess is to set up an emergency fund, which experts say should be three to six months of salary. A quick way to accumulate emergency funds is to earmark a percentage of your pay each pay period. When you reach your goal, don’t stop adding money; the more you have saved, the better off you’ll be. You could also use the extra to:</p> <p>Pay down debt.</p> <p>Add to your retirement fund.</p> <p>Invest it. There are a number of online tools to help you choose some low-cost investment vehicles or work with a financial advisor to maximise your allocation strategy.</p> <p>Donate to your favourite charity. The world is full of people who find motivation in doing good for those less fortunate.</p> <p>Spend it – that big-screen TV isn’t going to buy itself – but only when you’re satisfied with all of the above options. And make sure you shop around for the best deal.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 5: got a negative number?</h2> <p>You’re not living within your means, and you need to make changes. “Look at your discretionary expenses to identify where you can cut back your spending,” advises Saranovitz, who advises clients across the country. “While you must eat and keep the lights on and the rent paid, you can try and cut down on your non-discretionary expenses. And there’s always room to cut the discretionary expenses as well.”</p> <p>Can you get a side hustle? Cut your subscription to streaming services? Sell some of the stuff sitting in your garage? Move in with a relative?</p> <p>Getting a credit card or another credit card is not a solution to expenses that are greater than your income. The fees and interest on credit cards can be a savings killer. However, a balance transfer card could help cut expenses while you’re digging yourself out of a hole.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 6: commit to yourself – and stick to it</h2> <p>In a recent banks survey, 54 per cent of millennials reported having a budget and 73 per cent of those stick to their budget most or all of the time. Read your vision/goal at least once a week to keep yourself motivated. Budgeting is hard because we’re subjected to the world of media and advertising with shiny things and happy people using those things. “One way I’ve reduced my spending on clothing, for example, I just don’t go to the mall or retail stores as much,” reveals retirement educator Lynn Toomey. “To reduce the grocery bill, I place my order online and therefore reduce the number of impromptu (and unnecessary) items in my shopping cart. Plus, I use the time I saved navigating the grocery store for more enjoyable endeavours.”</p> <p>A budget can also be a fun way to test yourself. Make it a competition with yourself. While a budget might sound stressful, it’s a great way to reduce your stress because, done properly, you’ll be living within your means. Imagine how good you’ll feel depositing the extra money into a savings account!</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 7: having trouble? Get help!</h2> <p>Plenty of online tools and smartphone apps can help you stick to a budget, including Mint and YNAB (You Need A Budget). MoneyTips.com offers free budgeting advice, while Tiffany Aliche offers templates for tracking your budget.</p> <p>If you prefer the human touch, enlist the aid of an accountability partner. He or she could be your spouse, a friend, or a financial advisor who helps you stick to your budget. Many people think they can’t afford an advisor, but the value of having one is undeniable. Says Saranovitz, “Talk to a few financial advisors to see who makes you feel comfortable at a price you can afford. Most will hold an introductory meeting at no charge.”</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 8: review prior results</h2> <p>How often you check your progress, your spending and your savings is an individual decision. While we believe life is to be lived, we also believe that it can be lived a bit more responsibly with an eye on the future, when you’re no longer able to work in retirement. Says Toomey, “I’ve seen people who check their family’s accounts every day, which I believe borders on obsession. I feel it’s healthier to check your spending once a week, and then check on your progress against your goals once a month.” Review your cash reserve either annually or when your financial situation changes. Don’t stop budgeting once you reach retirement.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 9: anticipate changes</h2> <p>The one guarantee in life is that nothing stays the same. It’s important in your plan to outline the potential life changes that you’ll want to budget for. Consider events such as:</p> <p>Having a baby</p> <p>Kids going to daycare, school or university</p> <p>New auto loan or mortgage</p> <p>Getting a raise</p> <p>Taking on a roommate</p> <p>Helping elderly parents</p> <p>Helping adult children</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 10: re-set goals</h2> <p>With life’s changes, sometimes your goals have to change as well. With a baby on the way, plans for a holiday may have to give way to renting a bigger apartment. If you have a spouse, make sure that you have this conversation together and determine your joint priorities. Get on the same page with significant decisions such as financing your kids’ education, helping out a parent in need, or taking on additional debt.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 11: adjust the budget</h2> <p>If reality throws you more than you think you can handle, just take a deep breath, relax and reset. It’s more about consistency than the ups and downs. Consistent budgeters and savers do much better over the long term than those who are in and out of the commitment. It’s the same with exercising and eating right: consistency is king.</p> <p> </p> <div> </div> <p> </p> <h2>How to make a budget step 12: if all else fails, try the ‘Pay Yourself First’ budget</h2> <p>Write down your post-tax income and your realistic savings goals. Then, when you collect your income, take the savings you’ve chosen and bank or invest it. Simply spend what’s left over. Adjusting your life to fit your savings goal is another way to make the budgeting process work.</p> <p>Says Aliche, “If you’re not ready for a full set of discipline, try the ‘Pay Yourself First’ budget. I remember when I had no money, just setting aside $5 in a savings account every pay period helped. I wanted to get out of the thought of ‘I don’t have.’ I had to acknowledge it is about habits, not necessarily amounts. You have to start somewhere. Then I set aside more as I made more.”</p> <p> </p> <div> </div> <p> </p> <h2>Love yourself!</h2> <p>It’s OK to treat yourself every once in a while… as long as you have a plan to make up the shortfall (and go through with it!). Who doesn’t like being naughty every once in a while? Says Saranovitz, “It all comes down to determining the priorities in your life and what will make you happy. We suggest that going without a few shiny things and being a better penny pincher, or budgeter, or saver, will go a long way toward happiness, too. Don’t give in to the ‘BUY ME, SPEND MORE, TAKE MORE CREDIT’ messaging that plagues our society.”</p> <p>“I named my future self ‘Wanda,’ who is me at 80,” says Aliche. “I think about her a lot. You wouldn’t put your grandma to work. Think about having to put yourself to work when you’re 80. You should do what you can now to make sure your 80-year-old self doesn’t have to work!”</p> <p> </p> <div> </div> <p> </p> <h2>Don’t let money sour your relationship</h2> <p>If you’re in a relationship, open and honest communication around money is the best policy. For couples, a recent survey shows finances were a greater source of relationship tension than sex, according to 68 per cent of respondents. On the flip side, a 2015 Money magazine poll found that across the generations, couples that have greater financial trust in each other and fewer money conflicts reported having better sex lives. Who knew budgets could be so sexy?</p> <p>If you’re in a relationship, both you and your significant other should each have some money to spend any way you want, no matter how small and without guilt. Woman’s monthly spend sends shockwaves

<p dir="ltr">A woman who earns a $100,000 salary has shocked people with how she budgets her generous pay cheque.</p> <p dir="ltr">The video shared to <a href="https://www.tiktok.com/@smartwomensociety/video/7077849611360062721">TikTok</a> by Smart Women Society breaks down the 28-year-old Sydney project manager’s spending.</p> <p dir="ltr">After taxes, compulsory student loan payments (HECS) and superannuation, the woman was left with $5,297 a month.</p> <p dir="ltr">The woman’s financial goal is to “top up emergency fund” as well as go on a lavish holiday at the expense of $3,000.</p> <p dir="ltr">A list of all her expenses amount to $4,215 a month, with that pay going toward her mortgage, bills, transport, phone, groceries, health, insurance, internet, subscriptions and charity.</p> <p dir="ltr">Broken down, the woman spends $2,200 on her mortgage, $400 on bills, $30 on her phone, $250 on transport and $140 on her health.</p> <p dir="ltr">She also spends $500 in groceries, $500 in insurance, $70 for internet and $25 for subscriptions, and $100 given to charity.</p> <p dir="ltr">The video noted that the woman only had her HECS debt of $32,000 which is already taken out of her pay.</p> <p dir="ltr">This then leaves the woman with only $1,082 after paying all her expenses. </p> <p dir="ltr">Smart Women Society suggested, based on her goals, that the woman put $300 toward her emergency fund, $400 for her end-of-year holiday, and $382 for “fun spending”.</p> <p dir="ltr">Viewers were left shocked and confused at the anonymous woman’s spending habits, with many questioning why she is paying so much in charity and insurance. </p> <p dir="ltr">“$382 for ‘fun’ in Sydney, is this a joke?” someone wrote. </p> <p dir="ltr">“You’re young…$500 on insurance seems excessive,” another wrote.</p> <p dir="ltr">“$300 spending? For the entire month? Good luck. Cost of fun in Sydney she’s going to need at least $300 a week,” a viewer pointed out. </p> <p dir="ltr">“How is someone on $100k a year only left with $85 a week for personal spending?
